A long delay addition. Usually fast or "hyper-flashing" happens when a bulb is burned out. That is a system added for safety. New style LED bulbs will do that also when you replace a regular filament bulb with a LED type because they use much less power, and the sensor thinks the light is burned out. You can fix this by adding a 50W in-line resistor to the flashing line wire to fool the sensor. Just make sure you physically check your LEd's to make sure they all work occasionally.
