2008 Cadillac SRX horn not working

I have a cadillac srx 2008 my mechanic (not a dealer) changed out my horn for me today because it was not working. Its still not working and he said it has to go to the dealer because of some motherboard only cadillac has. Does this sound correct? What am I supposed to ask my dealer to fix?

Did your mechanic perform pinpoint test of circuitry?

Yes I believe so. Should he do something more? I'm really upset because it cost me $400 and it's still not working!

He should have found the problem before replacing horn. Cannot find anything such as a circuit board other than the clock spring in the steering wheel. That is just a winding of flat wires that move with steering wheel movement. I would do what you can to drop the bill some or something.
