i tried to start my 2007 vw gti with the motronic engine control module fuse in the wrong location while checking for a burnt fuse now my car wont start? i have replaced the fuel pump,fuel relay and fuel filter so far no luck

Not sure I follow what you explained... start again from first symtom / problem, followed by what you did step by step.

Does the check engine light come on when the key is on? If no, then the ECM is not powered up.
