since the snow my windscreen wiper water doe not come out it used to make a noise as if the motor or something was moving, but now the snow has gone and the water is warm in the tank, why does it not work.

If the system was frozen, you may have blown a fuse, i would be checking the power at the pump and if power is OK and no pump action, the pump has failed.
