Check engine light on Code reading P0016

Took to dealer. Dealer changed oil and flushed. Replaced ENGINE CONTROL MODULE, COMPUTER, ENGINE CON, and Trace wire short (repaired at ECU. Code reading P0016. Dealer / and local mechanic shop is telling me that there is sledge build up around VVT-I. They need to take engine out and clean / replace VVT-I or values.

If two seperate shops are saying the same thing, chances are that is what needs done.
