2007 Saturn Ion Key Became Locked Ignition Car Wouldn T Shut Off Without Pulling

The key became locked in the ignition and car wouldn't shut off without pulling relay switch (fuse) and disconnecting battery. Had ignition cylinder replaced, now car won't starting at all. Replaced fuses. Is there a relay?
