Clearly this is not an actual overheating issue so more than likely we have a sensor issue. However, the only real way to know what if happening is to hook up a scan tool up to the computers and see what each sensor is reading. The only thing that I am concerned about is the gauge reads cold but the cluster tells you it is overheating. This indicates the coolant temperature is reading properly but the control module is at fault. Again, using a scan tool will tell us this.
Do you have access to a scan tool that can read live data and not just codes?
