Inline 4 engine Cylinders 1,2 and 4 are near normal. Cylinder #3 is 30% below normal in both wet and dry testing. Possible causes?

How many miles are on the engine? Have you done a wet compression test? Have you done a leak down test on that cylinder. Is there any coolant and oil mixing? Is there excessive white smoke from the exhaust?
