I intend on replacing some bad wheel bearings in the front of my 2003 Xterra SE 2WD. Do i need to replace both the inner and outer bearings or can i just change the ones that have gone bad and repack the others?

Don't cheap out. Do the job the way a conscientious mechanic would do it if he was looking out for your best interest. Replace both bearings and both races. The parts are not very expensive.
