(1) Can the ECM be reprogrammed so the car can use regular gas?

(2) Does the engine have counter balanced shafts?

Manufacturers always specify the minimum octane required for the engine and if the octane for regular gas is within the specified range, there is nothing you need to do. Just top up with regular gas and it would work. However if the engine is specified to use a higher rating than regular, it is not possible to get it programmed as I don't think there is anybody out there who can do the job.

No, engine does not have any balancer shafts.
