When I adjusted the steering wheel from lower to higher, sparks flew out of the side of the steering column. I readjusted the wheel to it's previous position and got more sparks.

If the steering wheel is not moved, it's not sparking, but today, the car was sluggish and it feels like no gas is getting to the engine. In addition, for the last few months, after turning off the car, an audible whirring / whining sounds is heard from under the hood. Mazda, 2007, CX7, Sport Performance, 62,000 miles.

Any thoughts?

You have a short in the steering column. I'm sure you know that. However, what item is causing the short is a concern. You need to have the problem checked. It could cause a fire or additional damage to other components. THe steering column needs to be taken apart and checked. If you do it yourself, make sure to disconnect the battery and wait for at least 30 minutes before starting to work. That way, the air bag will no longer have any power to deploy if you do something wrong or power is shorted to it.
