2007 Kia Rio Horn Issues

On my 08 Kia Rio the horn will not sound when I press the steering wheel. I checked the fuse and the relay, both seem good. (If I hear a click, the relay should be good correct?) The horn also honks when I press the lock button 2x on the key fab, but will not sound when I press the steering wheel. Any Ideas?? What/ how do I test with a multimeter to locate the issue? Thanks for any info you can give!!

There's two parts to a relay; the coil and the contacts. The clicking means the relay's coil is okay and the switch circuit is working. You didn't actually say if the relay clicks when you press the switch. If it doesn't, the most common cause by far is a broken clock spring. That's a wound-up ribbon cable in a plastic housing under the steering wheel. As the cable continues to break, you will also lose the cruise control, (if those switches are on the steering wheel), and the Air Bag light will turn on.
