2007 Hyundai Tuscon Having Heater Gets Warm Cold Hot Checked Fuses

Having problem with heater it gets warm then cold ( not hot ) checked all fuses and have replaced thermostst ?

check coolant level first then when engine warm are both hoses hot then check to see if temp actuator is getting power it may not be or is broken. or could be control unit. pic enclosed.
