2007 Hyundai Elantra Heater On Drivers Side Blowing Nice Hot Passenger Side

The heater on the drivers side is blowing nice and hot, but on the passenger side, one vent is warm and the one by the door Is blowing cold air. I notice that when I but the dial to the ground passenger side is blowing cool air. Could this be a blend door actuator that is malfunctioning.
