how come it shift throw 1 2 3 fine but will not go in to 4th.

i change the trans in my car the new one goses in to 123 fine but will not go in to 4th.(The old one would go in to 1&2&that it)them when i stop&take off it stays in 3rd.if I turn off the car&start it it will do the same thing.the code that comes up is p0760scsv c(2nd solenoid)-open/short (that was the same as the last trans.i tested the scsv c and came back fine. could it be what ever tell the trans to shift?

- Low transmission fluid level
- Dirty transmission fluid
- Faulty shift solenoid C valve
- Shift solenoid C valve harness or connectors
- Shift solenoid C valve circuit is open or shorted
When is the code detected?
The P0760 code is detected when the TCM detects an improper voltage drop when it tries to operate the solenoid valve
