I am having some weird electrical issues, primariy when idling. I am noticing that every minute or so my voltage dips. I am using a voltmeter via lighter socket to monitor my voltage. I can feel my car shake bit when the voltage drops, and then it eventually picks back up. It it is more agressive when using heat, A/C, defrost etc... It drops to about 12.5V and then works its way back up. My RPM's don't seem to be effected too much. Not sure what the heck is going on...

The dipping could be due to additional electrical loads such as the A/C compressor or cooling fans cutting in. It could also mean the battery or alternator needs attention. To be sure, get a DVOM and attach batttery terminals and monitor the situation to see if it occurs only when the compressor or cooling fan cuts in.
