How do you tell if the steering angle sensors need to be replaced.

Envoy started making a noise (sounded like an electical car) when I started it, as you accelerate the noise gets louder. The check engine light came on so I brought it in to a mechanic. He said the steering angle sensors need to be replaced. How do you tell if a steering angle sensor needs to be replaced and why would it cost over $1,000?
