2007 GMC Acadia motor oil

On the oil cap if you see in side of it there's yellow stuff, someone told me that it's(motor) got moisture in side it's that true and if so what do I have to check for?

Coolant IS LEAKING FROM THE HEAD GASKET
IT WILL NEED TO BE REPLACED
