Heater fan works on high speed only?

Heater fan works on high speed only. Replaced the resistor and checked fuses still not working. Is there a relay and where is it? What about the speed control switch, how do I check it or replace it?

It has a relay but that supplies full time power. the speeds are controlled on the ground side by the switch and the resistor. Lets replace the blower fan resistor that should fix it. Check out the diagrams (Below). Please let us know what happens.
