Only radio is working in the interior

I had to jump start the car from a dead battery, everything was working fine until the car went to crack over, when I turned the key I heard a pop and all my interior lights except the radio went out. Once the car was started I also noticed that the climate controls were not working, no heat or air, and also no working dash gauges, the only warning light that comes on is for the air bag, and it stays on. I have checked the fuse box in the passenger side compartment, no blown fuses, however there are certain spots where the fuse is not blown but there is no power to the fuse when checked. What can I do?

Yes, I checked all the fuses in both the passenger side compartment, as well as under the hood. All the fuse fuses are good, none are blown, not sure if it is a relay, or a problem with the fuse box in the passenger side compartment. In the passenger side fuse box fuse numbers, 8, 10, 20, and 21 are the fuses that are not blown but not having power to them either.
