2007 Ford Freestyle Steering Wheel Makes Moaning Sound Make Turn Had Power

My steering wheel makes a "moaning" sound when I make a turn. I had power steering fluid checked and it was fine. Suggestions?

Slipping drive belt, or a power steering pump starting to fail would be my first thought, it is a bit hard as the noise when heard can give a mechanic a better understanding as to where to first look.
