There may not be a problem then. It's supposed to idle higher when cold but you may want to have it checked for stored codes anyway. The computer should be seeing anything that serious.

Why would it not be starting when its cold? Battery has already been replaced.

It's going to have to be troubleshooted using a scan tool and analyzing the PID data.
