2007 Ford F 150 Heater Only Sends Cold Air Through Passenger Floor Vent On

My heater only sends cold air through passenger floor vent when I have my floor heater on. Window vents always have heat blowing through them even when control is on floor and dashboard. I figured those should only be on when the defroster is running.

check your actuators on heater under dash. also try pulling hvac fuse for 60 seconds it may reset. pic inclosed.
