2007 Ford Edge Recently Ordered PCM Online Installed Car Did Turn Ignition On

Recently ordered a pcm online installed it and car did not turn (no ignition)on can the pcm be bad or am I missing something do I need to program my fob to new pcm

key fobs have to be reprogrammed to new pcms it shold start with a key though scan for codes and check to see if anti theft is on
