2007 Dodge Ram Headlights don't work

My headlights aren't working on my truck. We tested with a multimeter and we are getting 11 volts to the headlight connector which plugs into the bulb. Checked fuses and relay and can not figure it out

In the diagram, the top wires at the headlamp are voltage for high and low beam. The bottom wire off the headlamp in the diagram is ground. One way to check ground is to use a testlite connected to battery voltage, touch the ground wire terminal, if the ground is good, the lite comes on.

I wouldn't think the grounds would go bad on both sides at the same time?

Also, there are several headlamp trouble codes for this vehicle. Have the trouble codes checked? Some of the national brand auto stores will check codes for free. Hopefully they will check manufacturer specific codes as well as po codes. The headlamp codes are B codes.
