I had this problem but also had a compressor problem, so I had compressor replaced but the air flow out of upper and lower vents has little or no air coming out, mode or settings do not matter, 3.7l engine, If there is a engine compartment cabin filter, I can not find , not sure it has one, so do not believe there is a problem there.

No, there is no cabin air filter. It sounds like the problem is the vent doors are not opening properly. Check under the dash for vacuum leaks. They are actuated with vacuum from the engine. If there is a leak, a little air could be goind several different places. Check that and make sure the supply hose from the engine is not broken or disconnected.
