Engine Performance problem

HI I HAVE A C3 WHICH GOES WELL ON THE FLAT OR DOWN HILLS BUT AS SOON AS YOU START TO GO UP A HILL IT SLOWS RIGHT DOWN

Hello,

Lack of power is a common thing with these cars. I am assuming it is the diesel engine and my first thought is fuel filter.
