The transmission does not go into 5th gear?

Hello,
Hope you can guide me. I have an 07 Chrysler Aspen (same as Durango) with the 545RFE. The trans does not go into 5th gear. I can get it to shift into 5th by a closed throttle upshift by going about 70 mph, letting off the throttle completely and depressing the throttle lightly again before the speed drops below 60 mph, then it goes in 5th (indicated by the RPMs) The 5th to 4th downshift is normal as the speed drops below 60 but accelerate gently to 75 again and set cruise and it stays in 4th. So the only way to engage 5th is to induce with a closed throttle upshift. It will stay in 5th at that point until a downshift is made by increasing throttle position to the point of downshift or the speed drops below 60.
NO codes are present. I highly doubt it is a PCM issue. Solenoid? Accumulator? NO other abnormal conditions with the trans at all.
Sorry to be long winded, just want to fully describe the condition. ANY advise or referral is appreciated!

This can happen when the catalytic converter becomes partially clogged which will lower engine vacuum causing the late shift this can help you test the cat to see if that can be the problem.

If it passess the test I have seen a weak input shaft speed sensor cause this and not trigger a trouble code, here is the location so you can swap it out which should fix it. Check out the images (below). Let us know how it goes
