what can i do about the no power from 0 to 30 on my 2007 silverado with the 4.8?

my 2007 chevy silverado has no power response from 0 to 30. From 30 on truck has plenty of power. i installed the evolution programmer to see if that would help with this problem.But it didnt help with it but it did increase it from 30 on so i know the programmer is working.Is there anything i can do to fix this issue?

scan for codes, check fuel pressure and check vacuum if 15" OR less at idle suspect a clogged converter, which would be covered under warranty.
