2007 Chevrolet Camaro Lost Both Sets Keys New Keys Been Received Programmed

Lost both sets of keys. New keys have been received but have not been programmed. What is the procedure to program the supplied replacement keys?

That has to be done by the dealer with their scanner. Any other procedure would make those miserable, expensive keys worthless if any car thief could program them.
