Did you proofread this? The first sentence doesn't make sense. Control arms don't have covers. I suspect you're trying to say power steering fluid is leaking from one of the accordion boots on the rack and pinion steering gear above one of the lower control arms. If that is correct, an internal seal is leaking and the steering gear needs to be replaced, then the car must be aligned.
In a few cases repair parts are available with replacement seals, but that is not a practical repair. The gear still has to be removed and reinstalled, plus it has to be disassembled, seals must be replaced, and those are almost always leaking due to worn or corroded parts that seal against those rubber seals, and are not available. At that point a lot of time has been wasted. The most effective and least costly repair is to install a quality-rebuilt steering gear with a warranty.
