Gauge cluster, signal indicators, ignition and A/C not functioning

Exterior signals and lights work. Battery drain through cluster/HVAC fuse with key removed from ignition (according to tester). A loose wire grounded out somewhere? Bad ignition? Bad instrument cluster? I'm stymied on this one.

What was the current draw at the fuse?
