2006 Toyota Landcruiser You Advise Resolve Very Sluggish Slow Braking On

Please can you advise how to resolve the very sluggish, slow braking on this vehical as they have always been bad & we have tried to change the brake pads, but it made no difference.

have it scanned for codes and see if hydraulic boosteris getting enough pressur to operate correctly.
