My brake tail lights work fine, but the LED 3rd brake light over the trunk does not. Are there some steps to remedy this, fuse, either inline or on the fuse block..., before I replace this light. I think it's odd that all of the LEDs are out, so I'm thinking its a fuse.

If the other brake lights are working, it definitely is not a fuase problem. All brake lights share the same fuse.
You would need to test if the light is getting battery voltage to it when brake pedal is depressed.
You can remoave the light to manually test it by aplying battry voltage to it.
