2006 Scion xA Is it the fuse box?

My tail lights have been out for a year. I replaced the fuse and that fuse lasted a few months. Then I had to replace the fuse again which lasted a few weeks. Then replace again, lasted a few days. Again, lasted a few hours, and one last time the new fuse lasted only a few minutes. Does the fuse box need replacing? If so how much is that?

there is probably a wire shorted or cut someplace hitting the body have a pro check it.
