My car listed above won't turn over, I have 12.8 volts at the battery but when I turn the key there is silence.

Possibly a faulty starter, check that there is 123V at the small solenoid wire on the starter with the key on crank, if yes starter fault, if no check trans isolator switch, ignition switch and fuses.

My 2006 Scion aX wouldn't turn over at all when I put key on crank. (The battery had around 12.8V and all the fuses looked ok) A mechanic fellow told me to whack the starter solenoid with something. I did that and tried to start the car again, and this time it started fine. Does this mean I need to replace the solenoid?

Hello,
It does sound like a faulty solenoid. However in most of these vehicles you may or may not be able to just get the solenoid, usually the starter and solenoid come together.
I have attached the starter replacement as well as disassembly and reassembly, in case you can find just the solenoid.
