When i turn the car on the airbag ON light illuminates for a second or two. then the OFF light turns on and stays illuminated the whole time. even with a passenger in the seat.

the driver airbag is fine and the light is not illuminated.

What are the possible causes of the passenger airbag light illuminating? is there a reset? the guy at my local shop couldnt fix it. thank you:)
