I have a 2006 Saturn Relay3. The message "Starter Not Engaged" appeared when I tried to start it yesterday. However, I was able to give it a jump start. The battery tested to have 368 cold crank amps and showed 400cca after 20 minutes of driving. However, it is nearly 6 years old. The alternator tested fine. Also, it has started fine ever since. I know GMs require a lot of juice to start. Is this a battery or starter issue?

Since a jmp start works, the battery should be the problem. At 6 years old the battery should have served its purpose and is due for replacement anyway.
