Where is the shift interlock located on the ion is it in the console or under the steering wheel with plastic cover removed ?

Then what is the component that is under the steering wheel it looks like there is a plunger that moves when i press the button on the shifter ?

it is part of the mechanism for the operation to allow the key to return to the off position. thats what it looks like on the diagram.
what is the issue??

The key won't return to the off position i have to pull a fuse to kill fuel and disconect the battery so battery won't go dead

you may have a cylinder issue with the key. that would explain the key issue
