2006 Saab 9 3 One Front Wiper Arm That Working Fix Driver S Side Fine Other

I have one front wiper arm that isn't working. How do i fix it? The driver's side wiper is fine, but the other i can move freely with hand.

It is possible the lever is broken free where it's welded on the pivot but first lets check the more likely suspect. Look for a plastic cover over the pivot end of the arm and try to pop that up or off. Underneath you should find a nut. Set the arm to the proper orientation, then tighten that nut.
