What causes a swooshing sound and surging?

I have a 2006 Pontiac Grand Prix and I have a couple of issues.
#1 There is a swooshing water sound upon exceleration. Sounds as if it is under the dash on the passenger side.
#2 My car surges constantly when driving at a set speed, usually around 55 or 60. The tack needle also reflects the surge as it bounces up and down with the surge.

check for low coolant and it may be air in the system that needs to be bled out. for the surging try cleaning the throttle plate on both sides and iac valve hole with choke cleaner. they tend to gum up due to oil.
