2006 Nissan sentra

My mothers car a 2006 Nissan Sentra.
The dash lights are not working also when the head lights are on the tail lights are not turning on.
I found a bad 10 amp fuse in the engine compartment that I have changed, now the brake lights work when stepping on the brakes.
I did meter all of the fuses under the dash and the fuses in the engine compartment.

If both the dash lights and tail lights are not working, my first guess would be the headlight switch. That is where the power comes from. I would check that first.
