2006 Nissan Other Mileage problem

I have 1300cc Nissan Ad van, model 2006.
i have heard that a 1300cc car give at least 10-12 km / liter
but my car is giving me only 3.78 km / liter what should i do ?

we don't have that model in u.s. so scan for codes and check fuel pressure first make sure air filters are clean. we have no info at all on it.
