For an engine to run correctly, it woud normally go up to more than 1000 rpm at cold start and drops to about 750 rpm after it woarms up. This is called the cold start feature and incorporated into all ensinge.
If I understand your question correctly, being stuck at 1300 means it was not running correctly and now after cleaning the throttle body, it is.
