electric seat will not move

My son in law who is a electrician seems to thinbk it is the relay switch. It is a Mercury Monterey luxury van. Totally electric. The drivers seat is stuck

Could be fuse no.11, adjustment switch, motor assy, and ground problem to include open wire from fuse to ground.
