steering wheel is shaking while driving and is worse at lower speeds

Since it's at lower speeds, look for a broken belt in a tire as the most common cause. Worn spots inside front inner cv joints can cause this too under moderate acceleration, but you won't feel that in the steering wheel during coasting or at real low speeds such as when driving through a parking lot. Often you will feel a tire belt problem as a corner of the vehicle moving up and down slightly when driving about walking speed.
