When horn stops working, is it necessary to replace the air bag, too?

Not the air-bag. If the air-bag light comes on as well, the likely cause is a bad clockspring reel under the steering wheel and replacing that should solve the problem. ensure the reel is calibrated correctly before installing, failing to do so would damge the reel.
