Why does my car's fan continue to run after the engine has been turned off?

The car just started doing this last week. After the car has been put into park, the key turned off and removed from the ignition, the fan continues to run for 30-45 seconds before shutting off. I read that it could be the ECT Sensor or fan relay. How much does an independent repair shop charge to fix both of those problems?
