wouldn't start then I hooked jumper cables

My car wouldn't turn on unless I had jumper cables hooked up so I bought a new battery and hooked it up and it wouldn't start then I hooked jumper cables to it and it was fine but as soon as I turned the car off it wouldn't start on its own anymore
