why does my car have surges and increased rpm's at any speed?

MY CAR SURGES AND INCREASES IN RPMS AT ANY SPEED AND HAS DONE IT SEVERAL TIMES WHILE SITTING AT STOP LIGHT. THIS HAS BERN HAPPENING FOR THE PAST 70,000 MILES. DEALER HAS NOT BEEN HELPFUL AT ALL.
